Kèr Osèstàc (/ˈosɛs/ /təc/ [millennium] [distinct; apparent]) is a subtropical Town located in Z̄eqiosez̄u County, Āwānzāt Provence, within the Dalandic Empire.

The name Kèr Osèstàc is derived from the Tauric language, as Kèr Osèstàc was founded by Wyn Nanne Āko Merwin Waiē̼o, who was culturaly Tauric.

Climate

Kèr Osèstàc has a yearly average temperature of 18°C (64°F), with its average temperature during the summer being a pleasant 24°C (75°F) and its average temperature during the winter being a cool 13°C (55°F). Kèr Osèstàc receives an average of 256 cm/y (100 in/y) of precipitation, most of which comes in the form of rain during the summer. Kèr Osèstàc covers an area of nearly 4 km2 (1 mi2), and an average elevation of 1354 m (4442 ft) above sea level.

Overview

Kèr Osèstàc was founded durring the early 18th century in late summer of the year 1747, by Wyn Nanne Āko Merwin Waiē̼o. The establishment of Kèr Osèstàc was somewhat plagued by a lack of willing colonists, leading to Wyn Nanne Āko Merwin Waiē̼o electing to pay people to resettle in Kèr Osèstàc.

Kèr Osèstàc was built using the conventions of Tauric durring the early 18th century. Naturaly, all settlmentss have their own look to them, and Kèr Osèstàc is no diffrent. The town's buildings feature timber framed wooden shiethed or brick construction, which gives form to a very formalized, rational, expence effishent arcatectural style based on strictly symmetrical designs which universaly feature pitched roofs, shutters, and the occasional column or pilaster for a decorative touch.

Kèr Osèstàc is was constructed arround several narrow gravel mainstreets which cross one another at certain axies, with smaller streets branching off of them to premit acess to the many buildings deeper into the road network. The overall fashion is remenessent of a circulatory system, or other organic construct, and is quite effishent in its design. The town rests behind a thick wall made from clay bricks. The wall has all of the proper fortifications and is well made. Unfortuantly the nature of clay brick leaves it quite vulnerable to siege equipment, though the thickness of the wall lends it simmilar resistnace to a thinner hardrock wall. The town's millitarily questionable fortifications are visibly old, but also obviously well maintained. Its likly the local malishia or garrison are tasked with routine mantance of the town's defences.

Looking around Kèr Osèstàc you immediately realise that the locals are looking back at you. All of them. Everywhere you look somone is staring back at you analytically, looking over every inch of you, your gear, and your companions. As you get close to people, their hands move closer to their belt knife, or dagger. You may want to watch where you go and what you say...

Civic Infrastructure

Kèr Osèstàc has a monistary of an order of Civil Monks, who provide divine-related services to the general public and maintain Kèr Osèstàc's public wards, blessings, and other arcane systems.

Kèr Osèstàc possesses an older civil lighting system consisting of street lamps. These lights provide nighttime illumination to most city streets.

Kèr Osèstàc has a Parks and Recreation Department, which is responsible for the construction, management, and usage rights for all of its parks and parklands.

Kèr Osèstàc has a public schooling program overseen by the Hall of Sages who has the responsibility of ensuring access to affordable high-quality education in all basic classes (Reading, Writing, Mathmatics, General Sciences, General Arcana, and Social Education) is made available to all citizens.

Cultural Notes

Kèr Osèstàc's locals despise outsiders. For some “outsiders” may be natives of foreign lands, while others might have a grudge against anyone from outside the community. These locals have an active loathing, and the outsiders allowed to trade or interact with them do so at a heavy disadvantage.

Kèr Osèstàc's mayor's house was built using a different architectural style from the rest of the town. The style used is famous for its stately symmetry, classical elements, and grand appearance. Columns and pillars, such as Corinthian columns, are often seen supporting open structures or porticos. Symmetry is an important feature of this style, with each half of a building mirroring the other. Domed ceilings and windows grace these buildings, with everything placed in a mathematical arrangement.

In Kèr Osèstàc snow is warm to the touch and does not melt within city limits. Also it only happens during summer.

The Alseid near Kèr Osèstàc are known to be quite timid.

Kèr Osèstàc's citizens partake in a curious ritual relating to their local kami. It takes place in winter and involves sacrificing an animal to channel Necromancy energies of tier 3 via throat singing.

History

In time immemorial, reportedly some time during the early 2nd century, Kèr Osèstàc was attacked by soldiers from another nation, waging a greater campaign. The details of the conflict are hazy at best due to many conflicting accounts. What is known is Kèr Osèstàc lost 107 people, 335 livestock, and 87 buildings. The conflict ended after roughly 121, when members of Kèr Osèstàc's militia enacted an operation to recruit a specific mage. The operation was complicated by an outbreak of plague which struck the ranks, killing many and laying low many more. The conflict ended with an assault and siege on the strategic location, which ended in a stalemate for Kèr Osèstàc's forces. The war is remembered in legend by Kèr Osèstàc's bards, historians, and legend keepers.

History
